Samuel Benin

Samuel Benin is the Acting Director for Africa in the Development Strategies and Governance Unit. He conducts research on national strategies and public investment for accelerating food systems transformation in Africa and provides analytical support to the African Union’s CAADP Biennial Review.

Bio

Mark W. Rosegrant is a Research Fellow Emeritus in the Director General’s Office. He  previously served as Director of IFPRI’s Environment and Production Technology Division. Dr. Rosegrant has extensive experience in research and policy analysis in agriculture and economic development, with an emphasis on water resources and other natural resource and agricultural policy issues as they impact food security, rural livelihoods, and environmental sustainability. He currently directs research on climate change, water resources, sustainable land management, genetic resources and biotechnology, and agriculture and energy.

Dr. Rosegrant is the author or editor of 12 books and over 100 refereed papers in agricultural economics, water resources, and food policy analysis. He has won numerous awards, such as Outstanding Journal Article (2008), Quality of Communications Award (2004), and Distinguished Policy Contribution Award (2002) awarded by the Agricultural and Applied Economics Association (formerly American Agricultural Economics Association); and Best Article Award (2005) from the International Water Resources Association. Dr. Rosegrant is a Fellow of the American Association for the Advancement of Science and a Fellow of the Agricultural and Applied Economics Association. He holds a PhD in Public Policy from the University of Michigan.

Benefit-cost analysis of increased funding for agricultural research and development in the global south

This paper conducts a benefit-cost analysis of expanding agricultural research and development in the Global South. We extend a recent modelling exercise that used IFPRI’s IMPACT model to estimate the investments required to reduce the global prevalence of hunger below 5%. After 35 years, the increased funding is estimated to increase agricultural output by 10%, reduce the prevalence of hunger by 35%, reduce food prices by 16%, and increase per capita incomes by 4% relative to a counterfactual where funding continues to rise on historical trends. Using an 8% discount rate, the net present value of the costs of agricultural R&D is estimated at $61 billion for the next 35 years, while the net present benefits in terms of net economic surplus (the sum of consumer and producer surplus) are estimated at $2.1 trillion. The central estimate of the benefit-cost ratio, BCR, is therefore 33, consistent with previous research documenting high average returns to agricultural research and development. The central BCR reported in this study places the intervention at the 91st percentile of all previous Copenhagen Consensus BCRs in agriculture, and 87th percentile for all BCRs regardless of sector. Seen in this light, agricultural R&D is likely one of the best uses of resources for the remainder of the Sustainable Development Goals and decades beyond.

Global investment gap in agricultural research and innovation to meet Sustainable Development Goals for hunger and Paris Agreement climate change mitigation

This paper provides estimates of the global investment gap in agricultural research and development (R&D) and innovation. The investment gap is defined as the additional annual investments required to end hunger in 2030 (Sustainable Development Goal SDG2) and to put agriculture on the pathway to the Paris Agreement target for 1.5◦C increase over pre-industrial temperature levels. The investment gap is projected relative to a reference scenario with projections to 2030 using an integrated economic-biophysical model of the global agri-food system. In addition to showing the impacts on hunger, the modeling results are used to simulate the effect of the gap-closing investments on greenhouse gas (GHG) emissions from agriculture. In addition to projecting the impacts of overall investment in agricultural R&D on productivity and environmental outcomes, the analysis assesses the contributions of different types of innovative technologies and farming systems to the environmental outcomes, especially technologies that contribute to sustainability outcomes. Sustainability-oriented technologies and management practices examined include conservation tillage, nitrogen-use efficiency, improved livestock management, and other climate-smart technologies. The projected results show that additional agricultural R&D investments of USD 4 billion per year above baseline investments together with USD 6.5 billion per year invested in technical climate-smart options, can reduce hunger to 5% globally and achieve 2030 GHG emission reductions consistent with the Paris Agreement 2◦C and 1.5◦C pathways to 2030.
