Many research themes are interlinked and therefore are not addressed in isolation by IFPRI. The themes also have different relevance for different developing countries and regions. At the country level, food policy decisions, like any policy choices, are made under time, budget, and political constraints. In addition to the research themes already described, IFPRI will provide research that supports the formulation of comprehensive strategies for food, nutrition, agriculture, and rural development in a broader development policy framework. Key research issues are complementarities and competition for public resources, and the scheduling of reforms. Programs to enhance capacity to devise strategies on the basis of this research will be an integral part of the work. Research on individual countries is identified in a carefully defined international context, limited to regional and comparative studies to facilitate international public goods knowledge.
