Kalyani Raghunathan is Research Fellow in the Poverty, Gender, and Inclusion Unit, based in New Delhi, India. Her research lies at the intersection of agriculture, gender, social protection, and public health and nutrition, with a specific focus on South Asia and Africa.

Dominican Republic: Agricultural R&D indicators factsheet

The Dominican Republic’s investment in agricultural R&D has been rather stagnant over the past decade (in inflation-adjusted terms). Measured against agricultural GDP, however, there has been a steady drop in investment levels. In 2020, the Dominican Republic spent just 0.18 percent of its agricultural GDP on agricultural R&D, representing among the lowest levels in Latin America and the Caribbean. The Dominican Republic lacks a critical mass of PhD-qualified agricultural researchers. Many scientists with PhD degrees are currently in their sixties and fast approaching the mandatory retirement age. Recruiting and training the next generation of researchers is an urgent priority. However, low public-sector salaries and limited incentives are impeding factors to attracting, motivating, and retaining young talent. Unlike their colleagues at most national agricultural research insti-tutes across Latin America, a high share of IDIAF researchers hold dual appointments as professors or resear-chers at universities or the private sector. This situation discourages universities to create permanent positions for academic staff. It also impedes the fostering of a true agri-cultural R&D ecosystem with multiple independent actors that collaborate and compete on an equal footing.

Conditional cash transfers and high school attainment: Evidence from a large-scale program in the Dominican Republic

Conditional cash transfer (CCT) programs are widely implemented in developing countries but evidence of their medium- and long-term effects on educational achievements is still relatively scarce. This paper examines the impact of a large-scale CCT program on high school attainment in the Dominican Republic. We implement a quasi-experimental approach combining extensive educational, administrative, and household records from program participants across the country and exploiting variations in the scheme (amount) of school transfers received among program participants. We find that receiving additional transfers specific for high school education is, on average, associated with an 11.7-13.2 percentage points higher probability of completing high school relative to not receiving these transfers. We do not find major differences across urban and rural areas nor between female and male students. The transfers seem to play an important role during the last high school year of targeted students. The estimated impacts point to non-negligible effects on employment, salaries, and delayed parenthood. Several robustness checks support our findings.

The 193 individual country profiles capture the status and progress of all UN Member States, and the 80+ indicators include a wealth of information on child, adolescent and adult anthropometry and nutritional status, in addition to intervention coverage, food supply, economics, and demography. This tool is particularly useful for nutrition champions at the country-level, as it presents a wide range of evidence needed to assess country progress in improving nutrition and nutrition-related outcomes.

ASTI Dominican Republic Database

This dataset includes national-level time series data on researcher capacity by qualification level, age bracket, discipline mix, and commodity, as well as a detailed breakdown of agricultural research investment across government, higher education, nonprofit, and (where possible) private for-profit agricultural research agencies. These data were derived through a series of primary survey rounds conducted by IFPRI’s Agricultural Science and Technology Indicators (ASTI) and in close collaboration with a large network of national collaborators. The ASTI data constitute a powerful resource for national and regional research managers, policymakers, donor organizations, and other stakeholders. ASTI’s key indicators provide both a diagnostic tool for assessing the allocation and use of existing resources and an advocacy tool for increasing resources and improving the efficiency and effectiveness of resource use. The ASTI website offers interactive pages that allow users to access country-level time series data, make cross-country comparisons, create graphs, and download country datasets and publications as well as detailed institutional information on agencies involved in agricultural research. The interactive benchmarking tool on the ASTI website is a convenient map-based instrument allowing users to make cross-country comparisons and rankings based on a wide set of financial and human resource indicators. The detailed ASTI datasets are available in an easy-to-use data download tool. Detailed information on definitions, methodology, and calculation procedures are available at www.asti.cgiar.org
