The story cites an IFPRI study in which Senior Research Fellow, Hiroyuki Takeshima finds government programs designed to bring in more tractors “are rarely effective, and government agencies have shifted into distributing tractors at subsidized prices to certain recipients who they hope will provide hiring services to other farmers.”
