Samuel Benin

Samuel Benin is the Acting Director for Africa in the Development Strategies and Governance Unit. He conducts research on national strategies and public investment for accelerating food systems transformation in Africa and provides analytical support to the African Union’s CAADP Biennial Review.

International Food Policy Research Institute welcomes Pascal Lamy as New Chair of the Board of Trustees

October 19, 2023, Washington, D.C. –The International Food Policy Research Institute (IFPRI) is pleased to announce that Pascal Lamy will begin his term as Chairperson of IFPRI’s Board of Trustees on 31 October 2023. 

“I am delighted to welcome Pascal Lamy as the new Chair of IFPRI’s Board of Trustees,” said Johan Swinnen, Director General of IFPRI. Mr. Lamy brings vast expertise on complex policy matters at the global, regional, and national levels and has supported IFPRI’s mission of a world free of hunger and malnutrition as a Board member since 2020 and as Chair of IFPRI’s Program and Strategy Council since September 2021.”

“We are also grateful to Shenggen Fan for serving as acting IFPRI Board Chair following the departure of our previous Chair Derek Byerlee in September 2022,” said Swinnen.

Through his many international engagements, Pascal Lamy maintains his focus on the nexus of sustainability, international trade, global governance, and poverty reduction amid growing challenges facing the globe.

“I’m excited to begin my tenure as IFPRI’s Board Chair. The Institute is known for its excellent research and plays an important role in addressing global food systems challenges,” said Pascal Lamy. “I look forward to working with the IFPRI Board in my new capacity and to continuing to support IFPRI and its great mission.”

Pascal Lamy, who served two consecutive terms as Director General of the World Trade Organization (WTO) from September 2005 to September 2013, holds various positions at the global and European levels and at the national level in France. He is the Vice-President of the Paris Peace Forum and coordinator of the Jacques Delors Institutes (Paris, Berlin, Brussels). Lamy is chair of the European Starfish mission, the Danone mission committee, and the Aspen Africa-Europe meetings, among others. He co-chairs the Antarctica 2020 coalition and is a member of several board of directors, including the Mo Ibrahim Foundation and the European Climate Foundation (ECF). Lamy is also senior advisor to Trade Mark East Africa (TMEA) and the World Trade Board, member of the Advisory Board of Transparency International, the Oxford Martin School, the Back to Blue Initiative (The Economist), Covid Gap (Duke University), and the World Risk Report (WEF). Lamy is also a distinguished professor at the China Europe International Business School, Shanghai, and is a member of the Senior Advisory Council of the Beijing Forum.
