Ruth Meinzen-Dick

Ruth Meinzen-Dick is a Senior Research Fellow in the Natural Resources and Resilience Unit. She has extensive transdisciplinary research experience in using qualitative and quantitative research methods. Her work focuses on two broad (and sometimes interrelated) areas: how institutions affect how people manage natural resources, and the role of gender in development processes.

Bio

Mark W. Rosegrant is a Research Fellow Emeritus in the Director General’s Office. He  previously served as Director of IFPRI’s Environment and Production Technology Division. Dr. Rosegrant has extensive experience in research and policy analysis in agriculture and economic development, with an emphasis on water resources and other natural resource and agricultural policy issues as they impact food security, rural livelihoods, and environmental sustainability. He currently directs research on climate change, water resources, sustainable land management, genetic resources and biotechnology, and agriculture and energy.

Dr. Rosegrant is the author or editor of 12 books and over 100 refereed papers in agricultural economics, water resources, and food policy analysis. He has won numerous awards, such as Outstanding Journal Article (2008), Quality of Communications Award (2004), and Distinguished Policy Contribution Award (2002) awarded by the Agricultural and Applied Economics Association (formerly American Agricultural Economics Association); and Best Article Award (2005) from the International Water Resources Association. Dr. Rosegrant is a Fellow of the American Association for the Advancement of Science and a Fellow of the Agricultural and Applied Economics Association. He holds a PhD in Public Policy from the University of Michigan.

The International Model for Policy Analysis of Agricultural Commodities and Trade (IMPACT): Model documentation for version 3.6

The International Food Policy Research Institute’s IMPACT model is a robust tool for analyzing global and regional challenges in food, agriculture, and natural resources. Continuously updated and refined, IMPACT version 3.6 is the latest update to the model for continuously improving the treatment of complex issues, including climate change, food security, and economic development. IMPACT 3.6 multimarket model integrates climate, crop simulation, and water models into a comprehensive system, providing decision-makers with a flexible platform to assess the potential impacts of various scenarios on biophysical systems, socioeconomic trends, technologies, and policies.

Food and nutrition security under changing climate and socioeconomic conditions

Food and nutrition security have become increasingly critical concerns for policy makers given that the slow progress on eliminating these challenges has reversed in recent years, with an increase in the number of hungry people by 122 million (20 percent) between 2019 and 2022. In addition to rebuilding in the aftermath of the COVID-19 pandemic, the global food system faces inter-related challenges from climate change, trade disruptions, increasing scarcity of water and land, environmental degradation, and evolving food demand patterns, among other factors. This paper assesses prospects to 2050 for food and nutrition security with a focus on low- and middle-income countries around the world in the context of these broader food system changes. Measures of food security presented here include per capita food and kilocalorie availability, the number and prevalence of hungry people, and micronutrient availability. Projected outcomes are assessed using the latest version of the International Model for Policy Analysis of Agricultural Commodities and Trade (IMPACT) framework, a modeling system that combines information from climate models, crop simulation models, and river basin level hydrological and water supply and demand models linked to a global, partial equilibrium, multimarket agriculture sector model.

Benefit-cost analysis of increased funding for agricultural research and development in the global south

This paper conducts a benefit-cost analysis of expanding agricultural research and development in the Global South. We extend a recent modelling exercise that used IFPRI’s IMPACT model to estimate the investments required to reduce the global prevalence of hunger below 5%. After 35 years, the increased funding is estimated to increase agricultural output by 10%, reduce the prevalence of hunger by 35%, reduce food prices by 16%, and increase per capita incomes by 4% relative to a counterfactual where funding continues to rise on historical trends. Using an 8% discount rate, the net present value of the costs of agricultural R&D is estimated at $61 billion for the next 35 years, while the net present benefits in terms of net economic surplus (the sum of consumer and producer surplus) are estimated at $2.1 trillion. The central estimate of the benefit-cost ratio, BCR, is therefore 33, consistent with previous research documenting high average returns to agricultural research and development. The central BCR reported in this study places the intervention at the 91st percentile of all previous Copenhagen Consensus BCRs in agriculture, and 87th percentile for all BCRs regardless of sector. Seen in this light, agricultural R&D is likely one of the best uses of resources for the remainder of the Sustainable Development Goals and decades beyond.
