“Joseph Glauber, senior research fellow at the International Food Policy Research Institute, said that he and many other experts initially thought this was a case of Russia “crying wolf,” but escalating tensions in the Black Sea area — Russia expanding its attacks on Odessa port infrastructure and destroying 60,000 tons of grain and an oil terminal; Ukraine threatening to label all ships traveling to Russian occupied ports as potential carriers of military cargo — Glauber is less sure”.
