Carlo Azzarri is a Senior Research Fellow in the Innovation Policy and Scaling Unit. His work focuses on the relationships among poverty, nutrition, food security, agriculture, the environment, production, and migration—analyzed at both micro and macroeconomic levels, primarily using quantitative methods.

Harnessing digital innovations for climate action and market access: Opportunities and constraints in the CWANA region

There is growing optimism about the potential of digital innovations to support climate action and transform agricultural markets. We review and characterize the landscape of digital innovations in the Central and West Asia and North Africa (CWANA) region. We highlight major success stories associated with the potential of digital innovations to facilitate rural market transformation and support climate action, including adaptation and mitigation. Our desk and landscape review identifies various digital innovations used in Egypt, Morocco, and Uzbekistan. We then create a typology of digital innovations based on seven broad service categorizations: weather and climate; agricultural finance; energy and early warning systems; data and crowdsourcing; market information and market place; extension and advisory information; and supply chain coordination. Three technical and validation workshops supplement this review. Our review shows that digital innovations have the potential to build resilience to climate change and increase market access, but their adoption remains low and varying across contexts. Significant heterogeneity and differences exist across these countries, possibly due to different institutional and regulatory frameworks that guide demand and capacity. We identify several supply and demand-side constraints facing the digital ecosystem in the region. There is the existence of a significant digital divide fueled by gender, literacy gaps, and related socioeconomic and psychosocial constraints. A seeming disconnect also exists between pilots and scale-ups, as most existing digital applications are unsuccessful in expanding beyond the pilot phase.

L’intégration du Maroc à la Zone de Libre-Echange Continentale (ZLECAf): Scenarii d’impacts à l’horizon 2035 et politiques d’accompagnement

Conformément à l’Agenda 2063, la ZLECAf représente une étape majeure dans l’achèvement réel de l’intégration économique de l’Afrique. Elle s’est fixée comme objectifs, entre autres, la création d’un marché unique pour les marchandises et les services, la contribution à la circulation des capitaux et des personnes et le fondement des bases de la création d’une union douanière continentale ultérieurement. Le Maroc, qui a fait du développement socio-économique de l’Afrique l’une de ses priorités, était parmi les premiers pays signataires de cet accord. Pour anticiper les conséquences économiques de l’adhésion du Maroc à la ZLECAf, la Direction des Etudes et des Prévisions financières (DEPF) du Ministère de l’Economie et des Finances du Royaume du Maroc et l’Agence Française du Développement (AFD) en collaboration avec l’IFPRI, ont entrepris une étude des impacts économiques de cette adhésion à l’aide du modèle MIRAGRODEP. Ce par tenariat s’inscrit dans l’objectif d’éclairer la décision et l’action des acteurs économiques et des pouvoirs publics en matière de formulation, d’accompagnement et d’évaluation des politiques d’intégration africaine du Maroc.

Agricultural growth and sex-disaggregated employment in Africa: Future perspectives under different investment scenarios

Literature is scanty on how public agricultural investments can help reducing the impact of future challenges such as climate change and population pressure on national economies. The objective of this study is to assess the medium and long-term effects of alternative agricultural research and development investment scenarios on male and female employment in 14 African countries. We first estimate the effects of agricultural investment scenarios on the overall GDP growth of a given country using partial and general equilibrium models. Secondly, using employment elasticities to GDP growth, we estimate the impact of GDP growth on overall employment in the economy. Results show that, increased investments in agriculture could generate higher overall employment and reduce gender disparities in labor participation. In 8 out of 14 sampled countries, female employment increased more than male employment in response to agricultural investments. Investment in infrastructure had higher impact on female employment growth compared to productivity scenarios.

ASTI Morocco Database

This dataset includes national-level time series data on researcher capacity by qualification level, age bracket, discipline mix, and commodity, as well as a detailed breakdown of agricultural research investment across government, higher education, nonprofit, and (where possible) private for-profit agricultural research agencies. These data were derived through a series of primary survey rounds conducted by IFPRI’s Agricultural Science and Technology Indicators (ASTI) and in close collaboration with a large network of national collaborators. The ASTI data constitute a powerful resource for national and regional research managers, policymakers, donor organizations, and other stakeholders. ASTI’s key indicators provide both a diagnostic tool for assessing the allocation and use of existing resources and an advocacy tool for increasing resources and improving the efficiency and effectiveness of resource use. The ASTI website offers interactive pages that allow users to access country-level time series data, make cross-country comparisons, create graphs, and download country datasets and publications as well as detailed institutional information on agencies involved in agricultural research. The interactive benchmarking tool on the ASTI website is a convenient map-based instrument allowing users to make cross-country comparisons and rankings based on a wide set of financial and human resource indicators. The detailed ASTI datasets are available in an easy-to-use data download tool. Detailed information on definitions, methodology, and calculation procedures are available at www.asti.cgiar.org
