Samuel Benin

Samuel Benin is the Acting Director for Africa in the Development Strategies and Governance Unit. He conducts research on national strategies and public investment for accelerating food systems transformation in Africa and provides analytical support to the African Union’s CAADP Biennial Review.

IFPRI Research Cited in Foreign Aid Debates

Research by IFPRI Research Fellow Kelly Jones was featured prominently in stories in the Atlantic, the New York Times, and the New Yorker this week about an executive order from President Trump which bans American foreign aid from going to organizations that discuss abortion as a family planning option, otherwise known as the Mexico City Policy. The research examined the effects of this policy in Ghana and found that contrary to expectation, reduced availability of contraceptives under the order caused abortion rates to increase by fifty percent in rural areas.
