Samuel Benin

Samuel Benin is the Acting Director for Africa in the Development Strategies and Governance Unit. He conducts research on national strategies and public investment for accelerating food systems transformation in Africa and provides analytical support to the African Union’s CAADP Biennial Review.

Bio

Purnima Menon is the Senior Director for Food and Nutrition, where she oversees three units within IFPRI/CGIAR: Nutrition, Diets, and Health (NDH), Poverty, Gender, and Inclusion (PGI), and Markets, Trade, and Institutions (MTI) and is based in New Delhi, India. In her work in India, Dr. Menon directs POSHAN (Partnerships and Opportunities to Strengthen and Harmonize Actions for Nutrition in India), an initiative to support more use of evidence for nutrition in India. She conducts implementation research on scaling up maternal and child nutrition interventions, including on evaluating large-scale behavior change communications programs in nutrition and health. Dr. Menon has research experience in India, Bangladesh, Ethiopia, Haiti, Viet Nam, and Nepal, has published extensively, and invests deeply in research translation in her engagements with policy communities.

In addition to her research, Dr. Menon co-convenes a global nutrition policy course with the Institute for Development Studies in the United Kingdom and has designed and taught many adaptations of this course in India as well. She serves on several national and global advisory groups, including the State of the World’s Children, the Global Nutrition Report, and the Countdown to 2030.

Dr. Menon has a PhD in International Nutrition from Cornell University and an MSc in Nutrition from the University of Delhi. She speaks many languages and has lived both in India and the United States. She lives in India with her husband, Jitendra Balakrishnan, and their daughter.

Advancing nutrition: Food system policies and actions for healthy diets

Hunger, food insecurity, and unhealthy diets underpin many critical public health challenges, including all forms of malnutrition and diet-related noncommunicable diseases. These health outcomes, in turn, have short- and long-term impacts on the well-being and productivity of human populations worldwide. Amid these complex, interconnected challenges, the global focus on how to leverage food systems for nutrition has shifted toward sustainable healthy diets that promote well-being for both people and the planet. This chapter provides an overview of the thematic chapters of the 2024 Global Food Policy Report, which look at food demand and affordability, food environments, plant- and animal-source foods, and governance for sustainable healthy diets.

Increasing production diversity and diet quality: Evidence from Bangladesh

In the context of rural Bangladesh, we assess whether agriculture training alone, nutrition behavior communication change (BCC) alone, combined agriculture training and nutrition BCC, or agriculture training and nutrition BCC combined with gender sensitization improve: (a) production diversity, either on household fields or through crop, livestock, or aquaculture activities carried out near the family homestead; and (b) diet diversity and the quality of household diets. All treatment arms were implemented by government employees. Implementation quality was high. No treatment increased production diversification of crops grown on fields. Treatment arms with agricultural training did increase the number of different crops grown in homestead gardens and the likelihood of any egg, dairy, or fish production but the magnitudes of these effect sizes were small. All agricultural treatment arms had, in percentage terms, large effects on measures of levels of homestead production. However, because baseline levels of production were low, the magnitude of these changes in absolute terms was modest. Nearly all treatment arms improved measures of food consumption and diet with the largest effects found when nutrition and agriculture training were combined. Relative to treatments combining agriculture and nutrition training, we find no significant impact of adding the gender sensitization on our measures of production diversity or diet quality. Interventions that combine agricultural training and nutrition BCC can improve both production diversity and diet quality, but they are not a panacea. They can, however, contribute toward better diets of rural households.

From promises to action: Analyzing global commitments on food security and diets since 2015

Achieving Sustainable Development Goal 2 (SDG 2), Zero Hunger, by 2030 is in jeopardy due to slowing and unequal economic growth, climate shocks, the COVID-19 pandemic, conflict, lackluster efforts toward investing in food system sustainability and agricultural productivity growth, and persistent barriers to open food trade. Nevertheless, numerous commitments to achieving SDG 2 have been repeatedly expressed by Heads of State and Ministers at diverse global meetings since the SDGs became a focus in 2015. To identify the intensity and degree of convergence of commitments that national governments have collectively made to realizing SDG 2, this paper provides a qualitative assessment of statements from more than 68 global meetings and 107 intergovernmental commitment documents since 2015. Analyzing these commitments against seven critical factors necessary for impact at scale, we find that stated intentions to solve the global food security and hunger challenge have become more pronounced at global meetings over time, especially in the wake of the crises. However, the intent to act is not consistently matched by commitments to specific actions that could help accelerate reductions in hunger. For instance, while increased financing is often recognized as a priority to reach SDG 2, few commitments in global fora relate to detailed costing of required investments. Similarly, many commitment statements lack specificity regarding what and how policy interventions should be scaled up for greater action on SDG 2 or the ways to enhance different stakeholders’ capacities to implement them. While horizontal coherence was mentioned across most global fora, it was only present in about half of the commitment statements, with even less recognition of the necessity for vertical coherence from global to local levels. Despite global acknowledgement of the importance of accountability and monitoring, usually by way of progress reports, we find few consequences for governments that do not act on commitments made in global fora. We discuss the implications of these findings and offer recommendations for how to strengthen the commitment-making process to help accelerate actions that can reduce food insecurity and hunger and augment the legitimacy of global meetings. This work can inform the policy advocacy community focused on SDG 2 and those engaged in catalyzing and supporting intergovernmental action on other SDGs. Our findings reiterate the importance of attention to global governance and the political economy of global meetings—which is necessary to strengthen our focus on delivering outcomes that put the world on a path that brings the solution to the problems of global hunger and food insecurity within reach.
