Does bilateral trade in cereals within SADC reflect virtual trade in water between countries with different water endowments?

This paper examines intraregional bilateral trade in virtual water embedded in cereal flows between the Southern Africa Development Community (SADC) states. A gravity model is employed to examine whether annual bilateral trade depends on differences in water endowments, but also includes socio-economic and political determinants that affect trade. There is evidence that the abundance of water resources in a country influences trade for a product that is water dependent. Thus, the adverse effect of water scarcity in a country may be ameliorated by encouraging exports of water-intensive cereal crops where water is in abundance and imported where water is scarce.

COVID-19 in rural Africa: Food access disruptions, food insecurity and coping strategies in Kenya, Namibia, and Tanzania

This study assesses the extent of COVID-19-related food insecurity in Kenya, Tanzania, and Namibia. Using the Household Food Insecurity Access Scale, we measure food insecurity in various dimensions and document several food access disruptions associated with the COVID-19 pandemic between April and July 2020. Furthermore, we assess the association of COVID-19 countermeasures with the adoption of various strategies in line with the coping strategies index. We rely on a unique phone survey that followed households who participated in an earlier field-based survey. First, through Ordinary Least-Squares and Probit regressions, we show a strong and statistically significant association between COVID-19 countermeasures and food access disruptions and food insecurity in each of the three countries. We then use a multivariate probit regression model to understand the use of the various coping strategies, including reducing food intake, increasing food search, and relying more on less nutritious foods. We provide evidence on the complementarities and trade-offs in using these coping strategies. COVID-19 and related lockdown measures coincided with a deleterious increase in food insecurity in rural Africa.

Factsheet on capacities in agricultural higher education: University of Namibia Faculty of Agriculture and Natural Resources

Credible quantitative and qualitative information on existing capacities in agricultural higher education agencies in Africa are crucial for strategic planning, policy formulation, setting priorities and benchmarks, measuring progress toward benchmarks, and identifying capacity gaps. Decisionmakers require a solid understanding of existing staffing and student capacities in the higher education sector, as well as in the wider agricultural innovation systems in Africa south of the Sahara. Access to such information supports effective policymaking to address capacity issues in higher education, agricultural research, extension, and other areas. Such information remains extremely limited, however. To fill this need, the International Food Policy Research Institute’s Agricultural Science and Technology Indicators (ASTI/IFPRI) and the Regional Universities Forum for Capacity Building in Agriculture (RUFORUM) initiated a partnership to pilot the collection of this type of data for RUFORUM’s member universities. This factsheet presents the available data results for Africa University, Faculty of Agriculture and Natural Resources. An online version of the data is available via the Portal on Agricultural Capacity in RUFORUM Universities: www.asti.cgiar.org/RUFORUM.

Namibia Social Accounting Matrix (SAM), 2007

The Namibia Social Accounting Matrix (SAM), 2007 is constructed using data that available during the second half of 2011. The national SAM is built using 2007 National Accounts data for Namibia, UN National Accounts Official Country Data, OECD/ADB African Economic Outlook data, a 2004 SAM, UNComTrade data and WB Development Indicators. The SAM provides a detailed representation of the Namibian economy. It separates 24 activities and 25 commodities; labor is disaggregated by 3 skill groups; and households into 6 groups based on the rural/urban and income status of the household head. The SAM is a useful database for conducting economy-wide impact assessments, including SAM-based multiplier analysis and computable general equilibrium (CGE) modeling.

This dataset includes national-level time series data on researcher capacity by qualification level, age bracket, discipline mix, and commodity, as well as a detailed breakdown of agricultural research investment across government, higher education, nonprofit, and (where possible) private for-profit agricultural research agencies. These data were derived through a series of primary survey rounds conducted by IFPRI’s Agricultural Science and Technology Indicators (ASTI) and in close collaboration with a large network of national collaborators. The ASTI data constitute a powerful resource for national and regional research managers, policymakers, donor organizations, and other stakeholders. ASTI’s key indicators provide both a diagnostic tool for assessing the allocation and use of existing resources and an advocacy tool for increasing resources and improving the efficiency and effectiveness of resource use. The ASTI website offers interactive pages that allow users to access country-level time series data, make cross-country comparisons, create graphs, and download country datasets and publications as well as detailed institutional information on agencies involved in agricultural research. The interactive benchmarking tool on the ASTI website is a convenient map-based instrument allowing users to make cross-country comparisons and rankings based on a wide set of financial and human resource indicators. The detailed ASTI datasets are available in an easy-to-use data download tool. Detailed information on definitions, methodology, and calculation procedures are available at www.asti.cgiar.org
