Khalid Siddig

Khalid Siddig is a Senior Research Fellow in the Development Strategies and Governance Unit and Program Leader for the Sudan Strategy Support Program. He is an agricultural economist with a focus on examining the impacts of potential shocks and the allocation of resources on economic growth, environmental sustainability, and income distribution through the lens of economywide and micro-level tools.

Proceedings of stakeholder’ consultation meeting on agrifood value chains in Odisha: Challenges and Opportunities

A stakeholders’ consultation meeting entitled “Agrifood Value Chains in Odisha Challenges and Opportunities” was organised by Agriculture Consultancy Support Service Cell (ACSSC), OUAT at Auditorium, Department of Agriculture and Farmers Empowerment (Krushi Bhawan), Bhubaneswar on 29th November 2023 as per the Term of Reference (ToR) of the consultative project “Drivers of agrifood systems growth in Odisha” funded by International Food Policy Research Institute (IFPRI). The meeting witnessed the participation of key stakeholders from both national and international organisations including Government officials, faculties and scientists of Universities and academic institutions, representatives from civil societies, agriculture marketing experts and private companies involve in agriculture value chain in Odisha. The objectives of the meeting were to identify the drivers of agrifood system (AFS) as well as the priority areas of the interventions, to analyze the emerging challenges and opportunities and to understand essential policy and institutional reforms for transforming farm and off farm sectors in Odisha. Besides the inaugural and the plenary session, there were three technical sessions designed to discuss and deliberate and gain consensus on the policy and institutional challenges facing the agrifood system and prioritize action points in Odisha. The thematic areas of discussion in the three sessions are the transformation of agrifood value chains in Odisha, transformation of horticulture value chains in Odisha and the transformation of fisheries and livestock value chains in Odisha. CGIAR staff moderators: Dr. Karl Pauw, Ms. Yumna Kassim, and Dr. Clemens Breisinger. Other CGIAR attendees: Mr. Archisman Mitra, Dr. Barun Deb Pal, Dr. Karl Pauw, Mr. Leonard Kirui, Dr. Mohinder Kadian, and Dr. Sirak Bahat.

Opportunities for innovation and intervention in Uganda’s dairy value chain: A scoping report

This report is generated as part of a scoping study to identify possible areas that should be prioritized for intervention to improve performance and sustainability of the dairy industry in Uganda. The evaluation relies on primary and secondary data collected by IFPRI and DDA in 2021. Ten primary datasets are used for the results informing the several interventions and secondary data relies on literature review and Uganda Revenue Authority (URA) dataset. The results underline five issues namely low productivity, low milk quality, and constrained markets. Low productivity is associated with production systems that undermine pasture improvement, disease control and animal health, yet these are primary drivers of milk output notwithstanding breed and effects of climate shocks. Secondly, milk production practices are directly linked to milk quality and low milk quality has negative chain effect on productivity/performance of all actors in the dairy value chain with consequence of low competitiveness of Uganda’s dairy products. The evidence suggests that there is need to explore new approaches to improve productivity and innovations in design of interventions in a holistic value chain approach to improve market performance. To improve production, innovations in livestock management and animal health coupled with milk volume (MV) based rewards are proposed. To improve milk quality, the establishment of qualitybased incentives are proposed.

Can gender- and nutrition-sensitive agricultural programs improve resilience? Medium-term impacts of an intervention in Bangladesh

There are few studies that rigorously assess how agricultural and nutrition related interventions enhance resilience and even fewer that incorporate a gendered dimension in their analysis. Mindful of this, we address three knowledge gaps: (1) Whether agricultural interventions aimed at diversifying income sources and improving nutrition have sustainable impacts (on asset bases, consumption, gender-specific outcomes and women’s empowerment, and on diets) that persist after the intervention ends; (2) whether such interventions are protective when shocks occur? and (3) whether these interventions promote gender-sensitive resilience. We answer these questions using unique data, a four-year post-endline follow up survey of households from a cluster-randomized controlled trial of a nutrition-and-gender-sensitive agricultural intervention in Bangladesh. We find that treatment arms that included both agriculture and nutrition training had sustainable effects on real per capita consumption, women’s empowerment (as measured by the pro-WEAI), and asset holdings measured four years after the original intervention ended. Treatment arms that included both agriculture and nutrition training (with or without gender sensitization) reduced the likelihood that households undertook more severe forms of coping strategies and reduced the likelihood that household per capita consumption fell, in real terms, by more than five percent between in the four years following the end of the intervention. The treatment arm that only provided training in agriculture had positive impacts at endline but these had largely faded away four years later. Our results suggest that bundling nutrition and agriculture training may contribute to resilience as well as to sustained impacts on consumption, women’s empowerment, and asset holdings in the medium term. These have implications for the design of future gender- and nutrition-sensitive agricultural programs.
